据澎湃新闻9月6日报道，针对缅甸掸邦第二特区内存在的电信诈骗及进而引发的暴力、人口买卖等一系列问题，佤邦中央事务执行委员会内部发文要求，严厉打击电信诈骗犯罪，特别是针对中国公民的诈骗行为进行全面整治和清理。

公开资料显示，佤邦在缅甸掸邦境内是名义上的“自治区域”，实际独立于缅甸中央政府的控制，有自己的政治制度、行政区域和军队，下辖北佤的3个县、2个特区和1个经济开发区及南佤的南部行政事务管理委员会，行政首府是邦康市。佤邦也是主要的缅北华人聚集区之一，常用语言是中国西南官话，官方文字是中文，其东北面与我国云南省临沧市、普洱市、西双版纳州接壤，北面与缅甸第一特区（果敢）相连。

而从泰缅边境的金三角到缅甸第二特区的佤邦，直至中缅边境果敢，在缅甸中央政府无法实际控制的这些地盘，滋生了一个又一个的电诈园区，电诈人员针对中国公民进行诈骗、拐卖、绑架、组织偷渡及暴力、强暴、非法拘禁等各种犯罪活动。

According to the Surging news reported on September 6, in response to a series of problems such as telecom fraud and subsequent violence and human trafficking in the Second Special Zone of Shan State in Myanmar, the Wa State central Affairs Executive Committee issued an internal document requiring a severe crackdown on telecom fraud crimes, especially fraud against Chinese citizens.

According to public information, the Wa State is a nominally "autonomous area" within the Shan State of Myanmar, which is actually independent of the control of the central government of Myanmar, with its own political system, administrative regions and military, under the jurisdiction of three counties, two special zones and one economic development zone in the North Wa State and the Southern Administrative Affairs management Commission in the South Wa State, and the administrative capital is Bang Khang City. The Wa State is also one of the major Chinese communities in northern Myanmar, the common language is Chinese southwestern Mandarin, the official language is Chinese, the northeast side of China's Yunnan Province Lincang City, Pu 'er City, Xishuangbanna State borders, the north is connected to the first Special zone of Myanmar (Kokang).

From the Golden Triangle on the Thai-Myanmar border to the Wa State in the Second Special Zone of Myanmar, to the Kokang on the China-Myanmar border, in these territories that the Myanmar central government has no actual control over, one after another has spawned electrical fraud parks, and electrical fraudsters have targeted Chinese citizens for fraud, trafficking, kidnapping, organization of smuggling, violence, rape, illegal detention and other criminal activities.
